Why isn't Puerto Rico on the UN's list of colonies?

Nations having colonies must submit an annual report to the United Nations (UN). This information is used for the UN's annual hearings on decolonization. Since 1953, the United States Government (USG) has freed herself from having to submit an annual report for Puerto Rico (PR) based on her allegation that PR had achieved in 1952 "self-government" with the creation of the "Estado Libre Asociado de Puerto Rico".

As you will see in this link, the USG has not yet submitted the 2010 reports for her three colonies listed.
