¿Podría la ONU hacer más para descolonizar a Puerto Rico? / Could the United Nations do more to decolonize Puerto Rico?

 

No hay duda que si la Organización de Naciones Unidas (ONU) realmente hubiera querido descolonizar a Puerto Rico, lo hubiera hecho en la primera década después del 1960.  En ese año, la ONU declaró el coloniaje un crimen en contra de la humanidad porque amenaza a la paz mundial.  ¡Por lo tanto, si el propósito fundamental de la ONU es fomentar y mantener la paz mundial, 45 años es demasiado de mucho tiempo para haber arrastrado esta situación!

Hasta ahora, la ONU ha emitido 34 resoluciones pidiéndole a Estados Unidos que inmediatamente descolonice a Puerto Rico.  El gobierno de Estados Unidos ha ignorado estas resoluciones.  Eso le debiera decir a la ONU que el gobierno de Estados Unidos se cree por encima de la ley internacional.  Que no le importa lo que piensa la mayoría de la comunidad internacional.  Que no cree en la ley y el orden.  Que no cree en los derechos humanos.  ¡Y que el gobierno de Estados Unidos no cree en la democracia ni en la justicia para todos! 

Uno pensaría que la ONU estaría tratando de buscar la manera de aumentar la presión para lograr que el gobierno de Estados Unidos cumpla  con las resoluciones.  ¿Qué cosa podría hacer la ONU?

Empecemos por lo más obvio.  Cuando la ONU se dio cuenta de que Puerto Rico no había alcanzado gobierno propio como alegó el gobierno de Estados Unidos en el 1953 para que la ONU sacara a Puerto Rico de su lista de colonias, la ONU debiera de haberla regresada inmediatamente a su lista. ¿Cuán difícil hubiera sido eso?  Hoy, 62 años después, Puerto Rico todavía está ausente en su lista de colonias a pesar de que la ONU celebra todos los años una vista anual para descolonizarla, es la más anticúa, y es la más poblada entre todas.  

¿Sabía usted que la ONU tiene sus estaciones de radio y televisión?   Uno pensaría que la ONU estuviera transmitiendo estas vistas anuales desde que comenzaron.  ¡Pero no!  ¿Por qué?  ¿Le tendrá miedo al gobierno de Estados Unidos?  ¡O el colonialismo es un crimen en contra de la humanidad o no lo es!  ¿Cómo pudo haber la ONU permitido  esta amenaza a la paz mundial por 45 años?  ¡Por favor organícense en sus comunidades para ponerle presión a la ONU que nosotros queremos ver la vista 2016 en vivo sobre la descolonización de Puerto Rico!  

Otra cosa que podría hacer la ONU es proclamar el 12 de octubre (Columbus Day) el Día Internacional de la Descolonización Mundial.  En este día las diferentes organizaciones gubernamentales y privadas podrían informarle al mundo sobre las 18 colonias todavía existentes y los países que violan la ley internacional por tenerlas.  ¡También les pido su colaboración para presionar a la ONU que proclame este día para crear conciencia sobre esta situación!  

¿Sabía usted que la sesión de la mañana de la vista 2015 sobre la descolonización de Puerto Rico no está disponible en la WEBCAST de la ONU?  En esta sesión del lunes, 22 de junio de 2015, hubieron 28 peticionarios que hicieron sus presentaciones ante del Comité de Descolonización.  ¿Qué Pasó?   Ciertamente la ONU puede asegurarse que estos documentos estén disponible para mantenernos informados.

¡Esto solamente requiere voluntad!

Creo que la ONU tiene que ser más responsable con su tarea de erradicar el colonialismo mundial.  ¡Si la ONU continua trabajando como lo ha hecho hasta ahora, se nos acabará  las décadas para lograrlo!

There is no doubt that if the United Nations (UN) really wanted to decolonize Puerto Rico, it would have done so in the first decade after 1960.  That was the year that the UN declared colonialism a crime against humanity, because it is a threat to world peace.  So, if the main purpose of the UN is to foster and maintain world peace, 45 years is too much time to have left this to drag on!

Thus far, the UN has issued 34 resolutions asking for the United States (US) to immediately decolonize Puerto Rico.  The US government has ignored them all.  That should tell the UN that the United States government believes it is above international law.  That it does not care what the majority of the international community thinks.  That it does not believe in the rule of law.  That it does not care about human rights.  And that the US government does not believe in democracy, or about justice for all!

One would think that the UN would be trying to think of ways to increase the pressure to force the US government to comply with international law.  What could the UN do?

Let’s start with the obvious.  When the UN realized that in 1952 Puerto Rico had not achieved self-government like the United States government said it did in order to get Puerto Rico off the UN’s list of colonies, it should have put Puerto Rico back on the list.  How difficult could that have been?  Today, 62 years later, Puerto Rico is still not on the UN’s list of colonies, although the UN holds annual hearings to decolonize her, is the oldest colony, and is the most populated! 

Do you know that the UN has its own radio and television stations?  One would have thought that the UN would have been broadcasting the annual Puerto Rico decolonization hearings from the very beginning.  Guess what?  It hasn’t.  Why not?  Is it afraid of the United States government?  Either colonialism is a crime against humanity, or it is not.  How could the UN have allowed the criminal to continue to threaten world peace for 45 years?  Please write your letter letting the UN know that you want the 2016 Puerto Rico decolonization hearing broadcast live!

Another thing the UN could do is proclaim October 12 (Columbus Day) International World Decolonization Day.  On this day, The UN would inform the world of the 18 existing colonies, and the countries which are criminals according to international law for refusing to decolonize them.  Send your letters to the UN to make this happen too!

Do you know that the morning session of the Monday, June 22, 2015 Puerto Rico decolonization hearing is not available on the UN’s WEBCAST?   In this session, there were 28 petitioners who addressed the UN’s Decolonization Committee.  What happened?  Certainly, the UN could provide us with this video, so that those of us interested in this subject could be kept informed.

And what happened to the UN’s official textual account of the entire June 22, 2015 Puerto Rico Decolonization Hearing, with a summary of what each petitioners said?  Nobody knows, but it is still not published.  The UN could certainly make sure that these documents are timely available to the public.  http://www.un.org/en/decolonization/session_2015.shtml

I think the UN needs to get more serious about its role in world decolonization.  If the UN continues with business as usual, we will run out of decades before it ever gets done!
