The United
States (US) Congress in 1935 entertained a bill to grant statehood for Puerto
Rico. A California church was against that bill. The executive secretary of the
church, M.F. Harbaugh, wrote a letter to Congressman Thomas L. Blanton on
May 17, 1935 to speak against it.
Among the
racist remarks, the secretary said that Puerto Ricans are undesirable seed
stock for future Americans citizens. Here is that letter:
This letter
is consistent with why the US government made sure that the Treaty of Paris of
1898 said that the rights of the natives ceded by Spain after the
Spanish-American War would be determined by the US government. Thus, from the

We must
learn the real history ourselves to organize and engage in permanent
resistance. We must force the US government to comply with the United Nations’ Charter, and its 36 resolutions asking the US government to immediately
