Oligarchs beg US to socialize their AI losses

While the United States (US) says that it has no money to help almost 40 million Americans who are living today in poverty, and another 201 million more who are living from paycheck to paycheck, the US will certainly use taxpayer money to bail out oligarchs, when they lose money from their artificial intelligence (AI) war against the People's Republic of China. Although US capitalism criticizes China's socialism, oligarchs are today begging the US to socialize their projected losses of their privately owned businesses, and to give them money to compete with China. 

While China uses its resources to eliminate poverty, despite having 4 times the US' population, and having 11 trillion dollars less than the US, today 9 of the 10 richest men in the world are US citizens. Why should the so-called "champion of democracy" bail out oligarchs, and allow 99% of its citizens to be sacrificed? 

If socialism is bad for the majority of the majority of Americans, why is it good for oligarchs? And, if that is so, the US is a plutocracy.
