Logistics was not a problem when the US invaded PR

The US determined in 1898 that Puerto Ricans is an inferior race, and that they could never be a part of the US. That is why the US Supreme Court decided that Puerto Rico belongs to, but is not a part of the US.

Had the mayor known that, she would have understood why logistics was a huge problem for the US’ relief efforts.
