Did democracy really win in 1991?

The United States (US) proclaimed in 1991 that democracy had won over communism, after the collapse of the Union of Soviet Socialist Republics. If that were so, why did the US decide to colonize the world, instead of being the champion of democracy? US oligarchs were the ones who won in 1991. Today, 9 of the 10 richest men in the world are US citizens, while almost 40 million Americans live in poverty, and another 201 million more live from paycheck to paycheck.

While today the US says that it supports Taiwan's inalienable right to self-determination and independence to justify going to war against the People's Republic of China to colonize her, it has consistently refused to comply with 43 United Nations resolutions demanding the immediate return of Puerto Rico's sovereignty to the Puerto Ricans. 6 million Puerto Ricans have abandoned their national territory (gentrification), and half of the 3 million people in Puerto Rico live in poverty too.

Now with Venezuela joining the US resistance block, another Cuban Missile Crisis has emerged for the US. Russia's most advanced missiles can now strike the US without the US military being able to do anything about it. Russia has shown the US that if it has the right to put a military base in Ukraine, Russia does too in Venezuela.

Will the US continue to push the Doomsday Clock to midnight with its obsession to rule the world, or will it decide to save its oligarchs and the world from mutually assured destruction?
