Mi plan para la descolonización de Puerto Rico / My plan for Puerto Rico decolonization



Éste plan toma en cuenta que Estados Unidos (EEUU) se ha forzado grandemente para adquirir a Puerto Rico (PR) como su colonia, y que hará todo lo que sea posible para mantenerla así para siempre.

El hecho de que EEUU nunca ha aceptado la ley internacional que dice que la descolonización no es posible mientras la potencia administradora mantenga la soberanía de la colonia es la evidencia más clara que EEUU no tiene intensiones para descolonizar a PR.  Y como EEUU tiene la última palabra, podemos esperar que haga todo lo posible para mantenernos en el estatus quo.

Resoluciones de la Organización de Naciones Unidas (ONU) pidiéndole a EEUU que asuma su responsabilidad para descolonizar a PR bajo su Resolución 1514 (XV) no funcionará como ya hemos visto en repetidas ocasiones. 

Los plebiscitos y elecciones puertorriqueñas son partes de la estratégica coordinada de EEUU para mentirle al mundo que le interesas descolonizar a PR.  EEUU falsamente acusa a PR por no ponerse de acuerdo en lo que quiere, y por eso es, alega ella, que existe esta controversia.  También siempre le dice el mundo para engañar: “EEUU respaldará cualquier decisión que tome el pueblo de PR.”

Aquellos que piensan que a través de la política puertorriqueña se podrá descolonizar a PR  obviamente no conocen nuestra historia.  Tratando de descolonizar vía el gobierno de EEUU es perder el tiempo, ya que ella tiene todas las cartas.  EEUU simplemente cambiaría las reglas del juego si fuera necesario para mantener el estatus quo.

No espere que se nos enseñen nuestra verdadera historia en las escuelas puertorriqueñas o norteamericana.  ¡Nunca lo han hecho!  Así es que nos han controlado.  Aquellos que no recuerdan el pasado están condenados a repetirla.  EEUU ha hecho todo en su poder para asegurarse que nosotros siempre estemos repitiendo nuestros mismos errores.  Obviamente, es de un enorme beneficio para ella que así sea.  ¡Pero es de un enorme detrimento nacional para nosotros permitir que eso ocurra!

Por lo tanto, es nuestra responsabilidad patriótica aprender por nuestra propia cuenta nuestra propia historia.  ¡Este blog es un humilde intento para hacer parte de ese trabajo!

Dos semanas antes de la vista en la ONU sobre la descolonización de PR el 18 de junio de 2012, le pregunte a todos los canales de PR si pensaban televisarla.  No recibí ni una contestación.  Yo nunca he visto éstas vistas en la televisión puertorriqueña.  ¿No será esto noticia para los puertorriqueños?  ¿No estaría dicha transmisión conforme con lo que la ONU le ha pedido a EEUU que haga en sus 30 resoluciones?  Claro que si, pero EEUU no quiere que tengamos ésta información.  ¿No es esto censura?  ¿No es esto lo que EEUU acusa que hacen los otros países que no son democráticos?

¡Por tal razón, cualquier plan que PR diseñe para su descolonización tiene que ser uno que ella no puede detener!

Mi plan empieza con los puertorriqueños quedándonos en nuestras casas el día de las elecciones en PR.  Para hacer eso, no tenemos que involucrar al gobierno en ninguna manera.  Y como todo el mundo sabe que los puertorriqueños participamos en elecciones a un nivel de 80%, estaríamos enviando un mensaje mucho más impactante al mundo sobre nuestra condición colonial que si participáramos como de costumbre en las elecciones no democráticas de PR.  ¿Cómo es posible tener democracia y colonia en PR a la misma vez?

Si podemos por lo menos lograr que el 50% de los puertorriqueños boicoteemos las elecciones en PR, eso le enviaría un mensaje contundente al mundo que ya nosotros no vamos a ser cómplice del engaño de que PR es una democracia.

Eso tendría un efecto poderoso que motivaría a la ONU empezar el proceso de descolonización conforme al derecho internacional que le concede a toda nación el derecho a su auto-determinación e independencia. 

Los otros países del mundo estarían también conmovidos a solidarizarse con nuestra descolonización después de ver nuestra clara y contundentemente expresión de que queremos este cambio.  ¡Después de todo, somos nosotros y no los otros países que tenemos el derecho a nuestra auto-determinación! 

Solo a través de un plan cuidadosamente diseñado tomando en cuenta nuestra verdadera historias será posible descolonizarnos durante ésta tercera década internacional dedicada para tal propósito.  ¡No debemos esperar que otro vaya hacer esto por nosotros!  ¡Es nuestro problema, y nosotros tenemos que trabajarlo juntos para resolverlo!

Como dijo la Presidenta del Comité Pro Derechos Humanos de PR en la ONU en una vista: “Un camino que no conduce a nada no puede ser el verdadero camino.”  Después de 114 años de tomar el camino equivocado, ¿No será tiempo que escojamos otro?

 
This plan is based on the fact that the United States (US) government has gone out of her way to make Puerto Rico (PR) her colony, and wants to keep it that way forever.

The fact that the US has never accepted the international law that stipulates that decolonization is not possible as long as the administrating Power maintains sovereignty over the colony is the clearest indication that the US has no intensions of decolonizing PR.  Since the US has the final word, we can expect her to do whatever it takes to keep PR.

UN resolutions asking the US to assume her responsibility and decolonize PR consistent with UN resolution 1514 (XV) will not cause the US to do so, as history has clearly shown.

Puerto Rico elections and plebiscites are only parts of the coordinated US strategy to fool the world that she is willing to decolonize PR.  The US falsely blames Puerto Ricans for the current political status controversy.  The US says, “Puerto Ricans are the ones who are confused about what they want!  The US will support whatever decision the people of Puerto Rico make.”

Those who believe that through PR politics we stand a chance to decolonize PR obviously do not know our history!  Trying to decolonize via the US government is a waste of time since she holds all the cards.  The US will simply change the rules if she needs to in order to maintain the status quo.

Don’t expect to be taught our real history in any US or PR school.  It has never happened!  That is how we have been kept under control.  Those who don’t remember the past are condemned to repeat it.  The US has done everything in her power to ensure that we will always be condemned to repeat our mistakes!  Obviously, it is to the US government’s huge selfish advantage to do so!  But, it is to Puerto Rico huge national detriment to allow it to happen!

So it is our patriotic responsibility to learn on our own our own history!  This blog is a humble attempt to do part of that work! 

Two weeks before the UN Puerto Rico decolonization hearing of June 18, 2012, I emailed all the PR television stations to ask if they intended to broadcast it.  I got no response from any of them.  I have never seen these hearing on PR TV.  Doesn’t this qualify as news for Puerto Ricans?   Wouldn’t this broadcast be consistent with the 30 UN resolutions to the US?  It certainly would, but the US doesn’t want us to have this information!  Isn’t this censorship?  Isn’t that what the US government accuses other non-democratic countries of doing?

So whatever plan PR designs for decolonization has to be one that the US won’t be able to stop!

My plan begins with Puerto Ricans staying home on PR Election Day.  To do that, we do not have to involve the government in any way.  And since everybody knows that Puerto Ricans vote at an 80% voter participation level, we would be making a more profound statement about our colonial reality than by engaging in our customary participation in PR’s non-democratic elections.  How can PR be both a democracy and colony at the same time?

If we could at least get a 50% boycott in the PR elections that would send a strong message to the world that we do not have a real democracy.  It would also indicate that we have finally decided, after a careful study of our history, to not continue to go along with the US’s attempt to hide the fact the PR is a colony.

That would then have the effect of powerfully motivating the UN into action through its own international law that grants all people their right to self-determination and independence.

Other countries from around the world would also be compelled to support our decolonization after finally getting our clear, bold and courageous manifestation.  After all, it is the Puerto Ricans, and not other countries, that have the right to our self-determination!

Only through a carefully designed plan that is consistent with our real history, and where the US has no control over, will we be able to finally decolonize during this third international decade dedicated to that.  We can’t expect anybody to do it for us!  It’s our problem, and we must resolve it together!

Like the President of the Puerto Rico’s Committee for Human Rights to the UN said in her testimony: “A road that leads to nowhere can’t be the right road”.  After 114 years of getting nowhere, isn’t it time we try another way?
